My wife just said that what it means is that the issue will have to be revisited when Mercury is going direct in the same location that it went retrograde Tuesday. That will probably be, oh, about Christmastime.
The Baggers will drag this shit out as long as they can and I did read in one of the myriad pieces about some 'cutting trigger event' in their budget proposal that's sometime next December. =/
